When Danger Is Felt Before It Is Seen
Violent crime can have a history of warning signs.
Violent crimes against women are rarely unpredictable acts of violence. A deep analysis reveals a devastating pattern in which many victims sensed impending danger before the actual attack. They may have encountered stalking, harassment, threats, intimidation or other forms of escalating behaviour before the final incident.
The problem is not simply that danger exists. It is that an early warning may remain disconnected from an immediate protective response. A person may know who is threatening her, where the danger is coming from, or when she feels most vulnerable, yet still have no discreet mechanism capable of turning that warning into an instantaneous local police response.

A Warning Should Not Have to Become a Crime
The gap between apprehension and intervention
Women facing threats may hesitate to file formal complaints based solely on an apprehension of future danger. At the same time, conventional law-enforcement procedures are often structured around incidents that have already happened. This creates a difficult gap: a person may know that something is wrong without having a simple mechanism through which that concern can trigger immediate, localized protection.
The RL System was conceived around this gap. Instead of waiting for an incident to become an investigation, it proposes a police-administered mechanism through which an assessed, vulnerable person can receive a discreet RL Device and use a single SOS button when danger becomes immediate.

A 15-year-old schoolgirl, complained her mother about the lewd comments just days before the horrific abduction, after sensing the ominous threat on her way to home.
Jisha
Jisha, a 30-year-old Dalit law student, and her mother filed multiple police complaints about harassment, lewd comments, and threats from neighbors and local men before the fatal attack.

A 20-year-old college student was abducted, gang-raped, and brutally murdered by a group of local men while returning home from class. Prior to the horrific incident, the victim had actively protested against the accused men, who were notorious for passing lewd comments and routinely harassing women in the area.
Her vocal resistance and the community's unchecked warnings about the gang's predatory behavior culminated in a fatal ambush that sparked massive statewide protests.

A 23-year-old Dalit woman was abducted, brutally gang-raped, and subsequently murdered by two men who smashed her head with a brick. The victim and her family had acutely sensed the ominous threat to her lifebefore the attack. Approximately one month earlier, they had verbally complained to the local police about the main accused, Sumit Kumar, who had been relentlessly stalking, harassing, and pressuring her to marry him.
Because authorities reportedly failed to take strict preventative action and register a formal FIR immediately, the unchecked stalking and the absence of an immediate, hyper-local intervention mechanism escalated into a horrific abduction and fatal sexual assault.

The Question Behind the RL System
Can an early warning become an immediate response?
The incidents presented above form the research foundation for the project's central idea: when a person already knows that she is in danger, the response should not have to wait until the danger becomes a completed crime.
The Rudralabhyam RL System proposes a specialized, police-administered layer of preventive infrastructure. After assessing a reported threat, local police can issue an RL Device to an eligible vulnerable person. If danger becomes immediate, one press of the SOS button can transmit the user's location to the RL Web Application and initiate the station-level response chain.
The project's broader objective is therefore not simply to create another emergency button. It is to connect premonition, technology and police action — turning a moment of fear into a signal that can be acted upon.
THE RL SYSTEM
From Premonition to Protection
A proactive, hyper-local rescue management framework
The RL System combines a police-issued RL Device, the RL Web Application, a station-level RL Alert Box and dedicated mobile applications. When the SOS button is pressed, the system is designed to transmit location information, identify the relevant police jurisdiction and initiate a coordinated rescue response.
The Phase One prototype has been successfully demonstrated, while later development phases focus on expanding jurisdictional operation, improving indoor location capability and reducing dependence on conventional mobile connectivity.
